Europe felt a moment of respite on Monday, as the tension triggered by the introduction of a new comprehensive peace framework for achieving ceasefire appeared – temporarily – to have been defused. A Washington representative spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Moscow made its retaliation: an extensive attack of rocket attacks on Kyiv.
The Pattern of Peace Talks and Military Action
The sequence of conflicting incidents captured the harsh reality of the outgoing year. By day, political struggles are waged: hopeful statements are delivered from different nations. Considerable effort is devoted on restraining certain initiatives. By night, the Kremlin forcefully demonstrates the world that, for them, conflict continues to be the primary tool for achieving "settlement".
Nighttime Reality
As the offensive progressed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was laid bare. Ukraine is able to track projectile deployments from enemy soil, a ability enabled by current data. From observation points, defense planes that had been scrambled to counter approaching aerial threats streaked across the sky – sophisticated military planes provided to Ukraine by European allies.
Moments later, Kyiv's anti-aircraft weapons engaged: several firings deployed against a incoming threat. This was a advanced protection mechanism at work, presumably supplied through partner states. Every launch creates sudden vibrations, causing tremors. The moment of terror quickly transforms into grim resignation: maybe the incoming missile won't hit its mark this time, preventing destruction from devastation and further power outages.
Persistent Threats
Soon after, a large-caliber weapon fired at a unmanned aircraft somewhere nearby, part of a mobile-fire group – probably imported technology. Unfortunately, the shots failed to hit the enemy aircraft – it maintained course toward its objective.
Periodically, this persisted until dawn. Kyiv awoke to the early updates: seven people killed, devastation and infrastructure problems in many homes as a result of the nocturnal offensive. As typically, everyone still went about their day – experiencing conflict. But those entire period illustrated Ukraine's vital need on international aid – a need that regional partners are clearly incapable to replace in the immediate future.
Failed Diplomacy
The comprehensive proposal from US administration generated strong feelings, controversy and serious worry – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and international summits.
Every new proposal from US leadership adheres to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They manage the tension but never actually win the battle. This pattern will, no doubt, persist.
Strategic Calculations
It is convenient to criticize certain parties of repeatedly advocating Moscow's conditions. But that does not seem to be the entire situation. American leadership works based on a principle understood by seasoned negotiators: you cannot achieve through diplomacy what you have failed to defend militarily. The American government presumes that it is impossible to pressure the Kremlin to relinquish the territory that it presently holds in Ukraine's south or east.
The challenge is that while acknowledging this situation, Washington does nothing to prevent Kremlin actions, through diplomacy or military means, from thinking that the current condition will not change more in its advantage in the near future.
Conflicting Perspectives
Therefore, the Kremlin is convinced that duration works to their advantage – that Ukraine and its partners are nearing depletion. Their reason to sign a deal that does not give them the largest achievable advantage is virtually nonexistent. There may be many attempts to achieve ceasefire, but they will continue as long as Russia's leader remains highly assured in the result.
On the contrary, Ukrainian leadership believes that Ukraine can still persist, slowly losing lives and land but avoiding a total frontline collapse until situations evolve in its advantage.
Existing Situation
Objectively, there are no genuine requirements for a truce. Now, subjective factors are becoming relevant: political desires to broker a ceasefire and achieve global acclaim, and Ukrainian leadership's double obstacles – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the national cause against any plan Kyiv finds unacceptable, so that their focus does not move to internal issues. And although their objective will now be significantly challenging after current events, it remains very improbable that this will modify their basic position.
These conflicting dynamics are influencing discussions.
Summary and Prospects
It took a only one week to eliminate the proposed articles of the latest plan. Forceful and unpredictable management of the matter by US administration, pushback by Ukraine and the other European countries, along with soothing efforts of diplomats, and finally, recent disclosures, all did their job.
While new initiatives based on old ideas are approaching, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are based on Russian demands and show particular unwillingness to modify developments, if they stand together and improve their protective measures at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the foreseeable future, largely rely on sustained allied backing.
